Former senator Antonio “Sonny” Trillanes IV said on Sept. 11 that he had documented 22 possible articles of impeachment against Vice President Sara Duterte.
Trillanes said all 22 articles covered the grounds for impeachment according to the 1987 Constitution, namely, culpable violation of the Constitution, betrayal of public trust, bribery, graft and corruption, and other high crimes.
Duterte is “unfit” to hold public office, the former senator said.
“When she was a mayor, she abused power. Now that she’s the vice president, she is abusing power,” Trillanes said on Facts First Tonight with Christian Esguerra.

Trillanes questioned the billions in intelligence funds that went to the Office of the Vice President and the Department of Education which Duterte led from June 2022 to June 2024, as well as intelligence and “peace and order funds” that went to Davao City, where she was mayor from 2010 to 2013 and 2016 to 2022.
Based on the reports from the Commission on Audit (COA), Davao City obtained P2.6 billion in confidential funds from 2016 to 2022.
In 2023, the COA questioned the vice president’s spending of a huge chunk of P125 million in confidential funds released in late 2022 and said to have been spent in just 11 days.
But Trillanes said the biggest case against Duterte involves two checks from Michael Yang, a former economic adviser of her father, President Rodrigo Duterte, who had been linked to drugs and Philippine overseas gaming operations.
He said Sara Duterte must not become president because of the numerous issues linked to her.
