Publicus Asia’s Malou Tiquia makes the false claim that Rep. Paolo Duterte’s alleged P51-B budget for his district is not in the national budgets for 2020 to 2022

CLAIM: P51 billion in appropriations sought by Davao City Rep. Paolo Duterte were not in the General Appropriations Acts for 2020 to 2022

Political strategist and Publicus Asia CEO Malou Tiquia made the false claim that the P51 billion in total appropriations sought by Davao City Rep. Paolo Duterte for the years 2020, 2021, and 2022 were not in the yearly General Appropriations Act.

No less than Department of Public Works and Highways (DPWH) Undersecretary Maria Catalina Cabral had confirmed that the congressional district of Duterte got the allocation based on the General Appropriations Acts of the years 2020, 2021, and 2022.

“Base sa report ng aming Programming Division, we confirm na ‘yun pong mga amounts na nabanggit ninyo noong 2020, 2021, 2022, base po sa National Expenditure Program (NEP) ng DPWH at ‘yun pong General Appropriations Act (GAA) sa distritong ito ay tama po and we confirm those budget[s],” Cabral said in an interview with veteran ABS-CBN journalist Henry Omaga-Diaz.

The proposed 2020 budget for Duterte’s congressional district was P4.6 billion worth of infrastructure projects. However, the amount ballooned to P13.745 billion when the 2020 General Appropriations Act (GAA) was signed by his father, then-President Rodrigo Duterte.

For 2021, Malacañang proposed a P9.67-billion budget but like the previous year, the younger Duterte’s district got P25 billion based on the 2021 GAA.

Under the 2022 NEP, the last budget prepared by the Duterte administration, Paolo Duterte’s district got a P10-billion proposed budget. And like the previous years under his father’s presidency, the final approved budget was increased. Instead of P10 billion,   the younger Duterte’s congressional district received P13.04 billion in the 2022 GAA.   Rommel F. Lopez
